我的oracle8i在数据库的连接菜单中可以连接上，但是在project的open...中总是出现：
数据库服务器没有激活

DBCONMGR 卸载。

SERVER 卸载。

ORALDDLM 卸载。

系统故障: 5

请问这是为什么？

你数据库的版本是多少？？应该是你的ms的数据库引擎版本不对的问题。如果是8。0，下载附件，然后覆盖即可。
The default Oracle Server files delivered with MicroStation/J are for use with Oracle 8.04. If you are using Oracle 7.3, you must do the following to successfully connect to your database:

Exit all sessions of MicroStation/J that happen to be running.
Go to the \Bentley\Program\MicroStation\mdlsys\asneeded folder and rename, copy, or archive the files orservrd.dll, oralddlm.ma, and orserver.rsc (it is not recommended that the files be deleted, as if you should need to connect to Oracle 8.0x in the future, you will have to reinstall the database portion of MicroStation/J).
UnZIP the Oracle7.zip file that is located in the \Bentley\Program\MicroStation\database\oracle\redistv7 folder and extract the contents (e.g. orservrd.dll, oralddlm.ma, and orserver.rsc) to the \Bentley\Program\MicroStation\mdlsys\asneeded folder.
