[转贴]：移民部长宣布新例.助雇主海外聘劳工

联邦移民部长索伯格（Monte Solberg）昨日宣布一系列措施，简化程序和放松条例，协助卑诗省与亚省一些面对严重劳工短缺问题的雇主，从海外聘请劳工。

　　在新制度之下，除了申请过程较简易之外，招聘广告的限制也得以简化。雇主从海外聘请工人之前，毋须像以往般在本国刊登广告一段长时间，说服联邦政府加国没有合适人选。现在只需在政府的官方网站刊登广告7天，雇主就可以开始招聘海外劳工。目前从海外聘请劳工整个过程需时13至17周，估计这些措施可以缩短 2至4周的时间。

　　期解决严重劳工短缺

　　索伯格昨日在温哥华宣布新措施时说，有部分行业的雇主正面对严重的劳工短缺问题，而这系列措施可以简化和缩短从海外聘请劳工的过程，也减低了有关开支。

　　索伯格承认，去年8月份引入的临时海外劳工计划（Temporary Foreign Worker Program）虽然仍然十分重要，但由于只顾及专业职位，所以不像新措施那样能够真正改善劳工短缺的问题。

　　在卑诗省，被介定为面对严重劳工短缺压力的有129种职业，大部分是技术劳工职位，但也包括医疗专家、科学家、工程师和教授。

　　对于有劳工组织担心这些海外劳工容易被雇主剥削，索伯格就说，他知道有这个情况存在，他也非常关注这个问题。这些海外劳工也应该受到本国劳工法例的保障，而省政府也会密切监察。

　　索伯格强调，这些在外地招聘的工人，必须经过严格的保安审查才能入境，放宽条例并不会让恐怖份子更容易进入本国。

　　出席宣布仪式的素里—泰黑德（Surrey-Tynehead）区省议员夏逸（Dave Hayer）认为，联邦政府的措施，必定可以令雇主更容易找得合理人选，有效改善本省的劳工短缺情况。

　　而卑诗独立承包商及商业协会（Independent Contractors and Business Association of BC）主席霍克斯坦（Philip Hochstein）也认为这是一个好消息，他高兴联邦政府以实际行动回应业界的诉求。

　　政府估计，在未来10年，卑诗省与亚省的劳工职位空缺将达35万个。
