If I understand you correctly,
you want to begin panning with any func.key pressing.
This is impossible in current version.
But it is very interesting idea. I think about including this function in program in future.

If you mean that you want application or dialog window with func.key to load
you shoulld use this key-ins:
MDL LOAD ACADPAN and then
ACADPAN DIALOG
or this way
MDL KEYIN ACADPAN ACADPAN DIALOG
